Project for utilization of secondary energy resources of blast furnace gas with power generation
Severstal is implementing the Useful Utilization of Secondary Energy Resources of Blast Furnace Gas with Power Generation project at Cherepovets Steel Mill. The project provides for the construction of a new boiler unit No. 11 at the Cherepovets Electric Power Plant (CHPP-PVS) for the beneficial use of blast furnace gas in generating electricity with a decrease in greenhouse gas emissions by 234 thousand tons of SO2 per year.
According to the documentation, Severstal will reduce greenhouse gas emissions by improving the energy efficiency of steel production at the Cherepovets Steel Mill by replacing heating furnace No. 3 in Sheet Rolling Shop No. 2 of the mill with a new furnace design without the use of an evaporative cooling system, which reduces the consumption of natural gas for heating steel billets before rolling and reduces greenhouse gas emissions.
A positive conclusion on the compliance of projects with the criteria for classifying projects as climatic (validation conclusions) was issued by the validation and verification body for greenhouse gases RUDN on August 29, 2025.
As of September 2025, the project is registered in the Russian Register of Carbon Units, which confirms its compliance with the legislative requirements and criteria of climate projects, as well as the reliability of the calculations performed. Severstal was the first steelmaker to successfully validate its decarbonization projects and register them.

Effects:
—The total effect of greenhouse gas emissions reduction over the 10-year credit period will be about 2,338,548 tons of CO2-eq
